Monitoring visit of Social Welfare Council in FIAN Nepal RtF Project

Deputy Director of Social Welfare Council (SWC) Mr. Ram Sharma and member Mr. Krishna Man Singh visited FIAN Nepal working cases in Mid-west region on 13-14 June 2015. In the monitoring visit, the team interacted with Laxmanpu dam affected people in Banke and Gandharva Community in Bardiya. The team has become aware on the right to food situation of those communities, their struggle, achievement and FIAN Nepal’s support to them to claim their rights.

Interactive meeting conducted with the communities and other stakeholders were focused on monitoring and evaluation of FIAN interventions and progress to the beneficiary level. Team leader Mr. Ram Sharma put questions to the Laxmanpur dam affected community regarding their major problems, issues, challenges, FIAN Nepal’s intervention and progress. Community people has replied to address the quarries raised by SWC team leader. The community also mentioned that with advocacy support from FIAN Nepal, some success has been achieved like: Laxmanpur dam case highlighted at national and international level, small bridge constructed nearby their village from financial support of German Embassy, water passing gate opened by Indian Government in Kalkalawa embankment, resettlement process initiated by Nepal Government etc. Besides the achievement, the community also expressed that their empowerment level has been increased by different trainings and orientations provided by FIAN Nepal. After the interaction with the community, SWC team has visited the. Following the site visit, the monitoring team participated in stakeholder meeting in Nepalgunj with civil society representatives, human rights activists and RtF network members and had been informed on FIAN Nepal’s activities, collaborative work, advocacy and campaigns towards supporting the right to food violated groups.

On the next day, the team interacted with Gandharva community in Bardiya. The community shared their major problems like occupation displacement, housing, landless, access to services etc. and FIAN Nepal’s support to the community. Following the interaction with the community, the team visited DDC officials in Bardiya district headquarter Gulariya. The DDC official briefed the team that FIAN Nepal has good presence in the district and following government rules as required. The DDC official Ms. Parvati Bhandari said, “FIAN Nepal has done good advocacy and lobby work for RtF vulnerable peoples in the district. FIAN Nepal has provided series of capacity building programs to the affected people as well as stakeholders on RtF issues in the district”. Mr Amrit Karmacharya, Chief of District Land Revenue Office of Bardiya said, “FIAN has played vital role to get land entitlement for Gandharva community”. He also added that the progress in receiving land entitlement and housing program by Gandharva  is due to the FIAN’s support.

After returning from Bardiya district, the team visited government and non-government officials in Banke. In DDC officials meeting in Banke, Local Development Officer Mr. Jib Lal Bhusal and Social Development Officer Mr. Sharad Poudel mentioned that FIAN Nepal has good relation, coordination and communication with DDC and other stakeholders in the district. The officials also informed the team that FIAN Nepal timely submits annual budget in DDC council and always participates in the annual progress sharing meeting. SWC team also visited with NHRC officials in the regional Director of National Human Rights Commission Mr. Murari Kharel.

The monitoring team from SWC has committed to support FIAN Nepal’s work and right to food vulnerable groups at their level.
