Joint strategy formulated to address Extra-territorial obligation issues


A one and a half day workshop/meeting was organised by FIAN Nepal in the Aryal International Hotel at Baneshwor, Kathmandu, Nepal on 23 and 24 October 2013, with the aim of formulating joint strategies between FIAN India, FIAN UP and FIAN Nepal for undertaking activities related to the issues of Extra-Territorial Obligations (ETOs). Thirteen representatives including the executive committee members from FIAN Nepal, FIAN India and FIAN Uttar Pardesh (UP) took part in the workshop/meeting.

In the first half of the first day, presentations on the introduction of the FIAN India, FIAN Nepal and FIAN UP were done focusing on their working modalities and issues covered by each. In the second half of the day, Laxmanpur dam and Kalkalwa afflux bund and its effect was discussed as an emblematic case of the extra territorial obligation issue. The presentation also covered other emerging issues related to the extra territorial obligation. National parks at the Indo-Nepal borders and their effects in the life and livelihood of the people residing along the border side were also identified as the cross border issue. Unauthorised buying and purchasing of the seeds, fertilizers and pesticides was also identified as an issue that has adverse effect on the life and livelihood of the farmers residing at the border of the both of the countries.

On the second day, FIAN Nepal, FIAN India and FIAN UP discussed the emerging Indo-Nepal cross border issues and developed a joint strategy to undertake activities separately or jointly to accomplish the activities identified in the workshop. At last all the participants expressed their strong commitment to be abiding to the joint strategy developed by the workshop and undertake all the activities to achieve the common goals.
